SCOR Opens Three SC Hurricane Helene Housing Recovery Program Offices

South Carolina – The South Carolina Office of Resilience is pleased to announce the opening of three SC Hurricane Helene Housing Recovery Program Offices to support long term disaster recovery efforts from Hurricane Helene. Currently, all office locations are open to the public for drop-in appointments Monday-Friday from 9:00-5:00, and Saturdays from 9:00-12:00, to apply for housing recovery assistance for damage caused by Hurricane Helene. The office locations are:

Greenwood, SC: 104 Maxwell Ave. Suite 402, Greenwood 29646

The SC Office of Resilience (SCOR) is the state agency responsible for administering South Carolina’s $150 million Community Development Block Grant – Disaster Recovery (CDBG-DR) allocation. Funded by the US Department of Housing and Urban Development (HUD), this grant will be used to deliver housing repair, replacement, or reconstruction services at no cost to impacted residents in 15 counties in South Carolina. 

SCOR is accepting applications at the three office locations, at multiple mobile intake events in impacted areas, by phone at (844) 410-8560, or online at SCStormRecovery.com/Helene

The following counties are included in the CDBG-DR housing program: Aiken, Anderson, Greenville, Greenwood, Laurens, Spartanburg, Abbeville, Cherokee, Edgefield, McCormick, Oconee, Orangeburg, Pickens, Saluda and Union. Eligible applicants include: (1) low to moderate income homeowners whose primary residence were impacted by Helene and (2) rental property owners whose homes were impacted. The program prioritizes serving low to moderate income citizens, with those who earn 30% or lower of the Area Median Income for their county prioritized higher. 

Under SCOR’s HUD-Approved Action Plan for the CDBG-DR program, three housing programs are currently offered:

  1. Single-family Home Rehabilitation, Replacement, and Reconstruction
  2. Affordable rental Housing Rehabilitation
  3. Voluntary Buyouts

Residents with remaining disaster-caused unmet needs aside from Housing are encouraged to apply for assistance with SCOR’s Disaster Case Management Program. Disaster Case Management (DCM) has been an ongoing process managed by SCOR following Hurricane Helene. Applications for housing assistance submitted through DCM in the 15 CDBG-DR counties will automatically be reviewed for the SC Hurricane Helene Housing Recovery Program.
